The authors highlight the need to refine appropriate policies and support laws that allow societies to seize the opportunities that new digital technologies offer.
These changes can be a powerful driver of long-term growth, as long as authorities frame a more flexible regulation that integrates access to numeric contents in the regulation frame (from terminals to platforms) and matches users’ changing behavior: a challenge for regulators, a real economic opportunity.
